You can't access that clip tray directly. You'll need to go to a text entry box, note editor, or something else like that. Press and hold where you'd type, and the paste option will pop up. Depending on the app programming, you may also see a clip tray option that shows the last 10 things you copied, but not every app is set up to do this.
